The WHO has expressed that emerging health threats may  be unrecognized if seen only from inside the borders of a single  country. Implementing the new WHO International Health Regulations (IHR,  2005) requires a shift in the conceptual framework of health security,  from control at borders to containment at the source, from a list of  specific diseases to containment of all public health threats, and from  prescribed measures to adaptive responses (WHO, 2007).
