According to Rohima (2013), the HITECH Act and regulation were focused on improving the experience of small practices with EHR to promote quality measurement as well as encouraging improved patient care and experience. HITECH Act is a critical legislation that is keen on promoting health care reforms. Part 1 of the legislation explains the importance of enhancing the quality and safety of care services offered to the patients. For instance, the act encouraged the usefulness of EHR technology in improving the efficiency of maintaining health records and documentation. The legislation offers incentive payments to the Medicaid programs to encourage the adoption and usage of EHRs. The legislation ensures the meaningful usage of technology such as EHRs to improve the coordination of health, reduction of health care disparities, improving public health, and ascertaining adequate security in the society. Most importantly, HITECH Act recommends the use of health information technology and privacy provisions to health care delivery. It usually seeks to ensure proper technology standards and reports are set to encourage quality health care delivery. This helps to administer comprehensive treatment, payment, and improved health care operations. As such, HITECH legislation was useful in encouraging positive health care delivery and productivity.
The incentives are useful in promoting the implementation of the EHR technology and health care programs to improve quality improvement programs. The innovation and technology that obtains incentives were likely to document the use of the quality improvement activities and processes. An incentive system is created within the model of robust information systems to promote the use of the particular EHR tools. Alongside the implementation of the ACA act, the new techniques and models of care delivery was implemented effectively (Rohima, 2013). This shows the commitment to improve health care reforms by implementing new innovative care models. Some of the approaches of promoting clinical engagement for small practices was required. From the article, the research hypothesis confirmed that the clinical buy-in and engagement techniques are made possible to promote quality measures. It is recommendable to work on the proper implementation of the HITECH act to support innovative focus in the health care delivery. EHR facilitates the design of quality records and documentation. The successful implementation of the EHR-based programs and reporting helps in creating positive clinician attitude and perception. As such, the small practices will be positively influenced and shaped by the positive health care delivery through improved EHR-reporting and innovation.
The article by Rohima et al. (2013) sought to evaluate the attitudes and experiences of clinicians in Health eHearts, a recognition and incentive program through the use of the health information technology and innovation. The research study relied on the use of survey to evaluate the impacts of financial incentives in promoting the adoption of EHRs in small practices. The article of the results indicated that the main respondents required to obtain and assess quality reports, promoting prioritization of the strategies, and the understanding of the information related to the quality reports. Among the incentive and control groups, the clinicians had a positive experience with technology program. The incentives were useful in promoting the participation in quality improvement programs (Rohima, 2013). The quality improvement activities are critical due to the ability to use health technology to improve patient care and quality health care. The article indicated that EHR tools are useful in tracking the patients effectively. For example, the EHR tools helps to track and report the patient histories effectively. The reports created from the EHR technology are valid and reliable. The Health eHearts program benefited from health technology through EHRs as they were able to offer transparency in quality measurement and quality improvement programs.
