assignment is a position paper on the dissolution of the former U.S.
Immigration and Naturalization and Customs Service and the creation of
separate agencies under the Department of Homeland Security.
I
want you to concentrate on the creation of the new agencies: U.S.
Customs and Border Protection and Immigration and Customs Enforcement. I
want your position on this matter backed up with research information.
The
bottom line is – I want to know if this was a well thought out plan or a
serious policy flaw that created dysfunctional agencies.
